Scottish plans for social care reform
The Scottish Government has made changes to its plans for social care reform.
Ahead of Stage 2 proceedings of the National Care Service Bill later this month, some amendments have been lodged.
A name change has been proposed, as the National Care Service will now be established through both legislative and non-legislative means, with reform of social care at the centre, the Bill will be known as the “Care Reform (Scotland) Bill”.

The government has launched consultations in six areas on proposals to establish mayoral combined authorities or mayoral combined county authorities as part of the government’s commitment to widen devolution.
The Devolution Priority Programme was launched at the beginning of the month and will support the selected areas to move towards devolution at pace - becoming mayor-led strategic authorities by May next year if they proceed.
The government is seeking views from local residents, businesses, and public sector bodies.

Every year, £400 billion is spent on public procurement.
Through the new measures, thousands of small businesses will have more opportunities to win contracts.
The changes includes proposals for a major shake-up of spending rules, with local councils able to reserve contracts for small businesses to maximise spend within their area and help boost local economies.

A new study has found that Bradford's clean air zone has reduced air pollution and saved the health service about £30,7000 a month in its first year of operation.
The Bradford clean air zone is the second biggest in England, covering an area of 22.4 square kilometres. 20 per cent of the city's population live within the zone. That population within the zone tend to be the city's poorest and most likely to suffer ill health, while at the same time, less likely to cause pollution.
