Mr Lugg told the European Conference on Banking and the Economy (ECOBATE) that unless we change the structure of local government, the current financial cuts will bring it to its knees.
Structurally, local government needs “to be appropriate for the money, the resources that are coming in and for the needs of people. Because that is actually what local governmentis there for.”
Lugg admitted that he ‘loved’ the idea of ‘local authorities being able to set up as banks, and added that the public need politicians who are ‘brave, ‘imaginative’ and ‘not afraid to take risks’.
