Oxfordshire County Council (CC) has approved plans to stop funding for 14 out of 22 day care centres.
The council run centres provide support for older people in need of assistance and those with learning disabilities.
According to the council, the cuts will help save more than £3 million and that new services will provide ‘tailored support’ to meet people's needs.
However, opposers of the cuts have held protests outside Oxford's County Hall and are urging the council to reconsider.
Over 1,000 people took part in a consultation about the changes, which are due to begin in August.
Oxfordshire CC has also announced it will invest an extra £875,000 to help charities and groups as the services and funding changes.
A report to the cabinet, which approved the plans, assured: "Everyone who needs this support will receive it, irrespective of where in the county they live - this includes people living in more isolated, rural areas.”
The planned cuts are still subject to councillors voting to approve the budget in February.
